In order to draw up the plan a team will be formed, coordinated by UNDP and the UN Coordination Office, and composed by technical staff from the participating agencies, the government and AECI. This team will formulate the work plan for preparing the Joint Programme. The plan will include i) workshops, ii) process for consulting at local level and with government, iii) selection of geographical areas, iv) contracting consultants to assist with the final design of the programme, v) final workshop with all actors to validate the proposal. For the purpose of ratifying the Concept Note an Approval Committee was formed, made up of the AECI coordinator; the Minister of Culture, Arts and Sports; SETCO (the Technical and International Cooperation Secretariat) and the United Nations System Resident Coordinator. This committee would also review the final Joint Programme Document.
Below are listed the main Programme activities that will be completed in the results matrix:
• Promoting and assisting in the participative and inclusive preparation of eight local cultural and development strategies. Advocacy for the inclusion of culture and development strategies in the municipal development and investment plans.
• Disseminating cultural rights, including those of the indigenous and African-descended populations, in local settings by means of the Regional Councils on Culture and Development.
• Designing and implementing a communication and educational strategy at the regional level for enhancing, promoting and protecting cultural identity and diversity.
• Providing technical advice and training on how to insert competitively creative and cultural industry and rural tourism products into the market.
• Creating an inter-agency fund for new cultural, creative and community tourism micro-businesses.
• Rehabilitating, improving and restoring historical buildings and public spaces that facilitate the holding of cultural fairs, events and other cultural manifestations.
• Improving the infrastructure and equipment of cultural centers as areas for community development.
• Designing and defining cultural indicators for sustainable development.
• Promoting the research, documentation, analysis and dissemination of artistic and cultural information.
• Creating a social network and a portal that insures monitoring, follow-up, dissemination and use of the knowledge that is produced.
The Programme will include a multiplicity of national, regional and local public institutions; the public and private sectors, artistic and cultural organizations, the independent sector and non-governmental organizations, among other bodies whose role in the implementation of the activities will be specified in the Programme’s design. In order to ensure the impact and sustainability of the Programme it is very important that there is a comprehensive and representative participation of all the identified stakeholders. For the purposes of this programme this means fully incorporating into the planning and implementation processes all the diversity of cultural identity that exists in Honduras.
A series of activities will be carried out in order to ensure the sustainability of the Programme:
• Assurance is given that all organizations that are representative of cultural diversity are represented and will fully participate in each of the processes for drawing up local culture and development strategies.
• It is guaranteed that all cultural agents from all fields (patrimony, libraries, the arts and communications media, local governments, etc.) and the diversity of cultural identities of each region will be included in the Regional Councils on Culture.
• In order to achieve Outcome 2, the promotion of creative, cultural and rural tourism industries, efforts will be made to incorporate all those public or private entities that would insure the sustainability of the fund for assistance to micro-businesses.
• Forums, debates and seminars will be institutionalized and cultural and artistic activities promoted, within the actual communities.
• An educational and communication strategy for enhancing, promoting and protecting cultural identities and diversity.
• Educational programs and strategies directed at children and adolescents.
