1.3.1. Media campaigns which promote social inclusion and non-discrimination and contribute towards the creation of an inclusive society with diversity of ethnicity, culture and gender. (UNESCO, UNICEF, OHCHR)
1.4.1. Strengthening of mechanisms for participation and consultation for indigenous and Afro-Ecuadorian populations, dissemination of their rights for intercultural dialogue and strengthening of their cultural identity. (UNDP, OHCHR, ILO, UNICEF, UNIFEM)
1.4.2 Support for training indigenous and Afro-Ecuadorian leaders, with emphasis on youth and women, designed to develop intercultural dialogue, knowledge of their human, civil, collective and cultural rights, to strengthen their socio-cultural identity. (UNFPA, UNESCO, UNDP, UNICEF, OHCHR, UNIFEM)
1.5.1 To increase knowledge, design strategies and strengthen networks for the eradication of dangerous child labour and exploitation of indigenous and Afro-Ecuadorian children and adolescents, regarding traditional practices and believes according to the Convention on the Rights of the Child and the Convention on the Protection and Promotion of the Diversity of Cultural Expressions and Conventions nos. 138, 169, and 182 of the ILO.

1.6.1 Design of a programme of scientific research on Ecuadorian culture for the analysis, forecasting, study and dissemination of culture in association with universities and similar vocational centres in the region. (UNESCO)
2. Cultural revitalisation interculturalism and economic enterprises
2.1.1 Under the interdisciplinary and integrating approach of culture, support and reinforcement of improvement in management cultural impact on clusters, at national and regional level in the following initiatives: i) Agro-industries; Timber and non- timber products (FAO) ii) Handicrafts (UNESCO, WTO) iii) Environment services (UNDP) iv) Intangible Heritage (UNESCO)
2.1.2 Management and conservation of plant and animal genetic resources to ensure food sovereignty as a route for the protection and revaluation of traditional forms of production. (FAO)
2.2.1 To gather, assess and disseminate the cultural processes in traditional practices and lore in food and agroindustrial food processes and the management of natural resources. (FAO)
2.2.2 To develop a continuous training programme for income-generating organisations at community level focused on cultural identity and gender concerns and achieve an impact on local, regional, national and international planning. (UNIFEM)
2.2.3 Formulation, implementation, monitoring and evaluation of training and management strategies, for the development of community tourism based on non-material cultural values (oral traditions and expressions, arts, social values, rituals and festive activities, knowledge, customs relating to nature and the universe, and traditional craft skills). 2.2.4 Creation of ethno-cultural and ethno-linguistic audio-visual recordings and material on cultures and languages at risk of disappearing, which can be disseminated to all sectors. (UNESCO)
2.2.5 Formulation, implementation, monitoring and evaluation of the Cocoa Route Project as an integrating process under the plan of employment, integration, commerce and tourism at a regional level. (UNESCO, FAO)
3. Statistics and systems for the disaggregation of information
3.1.1. Development, implementation, monitoring and evaluation of a system of cultural information and a record of the intangible heritage to protect and guarantee ancestral rights and knowledge. (UNESCO)
3.1.2. Establishing and operating a specialised adviser committee on disaggregated statistics, with the participation of the Office of National Statistics and the Census (INEC), the Technical Secretariat of the Ministry for Co-ordination of Social Development (STMCDS), the Council for the Development of Ecuadorian Nationalities and Peoples (CODENPE), Universities, the Council for Afro-Ecuadorian Development (CODAE), United Nations System for defining methodologies, patterns and standards for information on indigenous and Afro-Ecuadorian peoples. 3.1.3 Technical support for the process of carrying out the 2011 Census to reach a consensus on a methodology for gathering data on indigenous and Afro-Ecuadorian peoples. (UNFPA, UNICEF)
3.1.4 Awareness-building campaigns for active participation by indigenous and Afro-Ecuadorian peoples in the census process to strengthen their self-awareness as indigenous and Afro-Ecuadorian people. (UNFPA)
3.2.1 Training for technical staff from institutions at central and local levels in the use of data from the Census and national surveys concerning indigenous and Afro-Ecuadorian populations. (UNFPA, UNESCO, UNICEF)

Co-ordination with national and local actors
The programme is based on broad participation and ownership of national actors, at both central and local level. Of special note is the participation of CODENPE, under the Presidency of the Republic as the governing body for policies regarding indigenous and peoples.
The recently created Ministry of Culture (January 2007) is in charge of drawing up a National Plan for Culture and a work plan designed to strengthen national identity and unity through respect and incentive for cultural creation which is being fostered in the country. Its priorities lie in the preservation, appraisal, education and dissemination of cultural manifestations to assert identity, foster the production of cultural goods and services, reorder the structure of institutions in line with improvements in cultural management and the practice of intercultural relations, and promote the participation of civil society.
The Council for Afro-Ecuadorian Development (CODAE) is the body responsible for policies for non-discrimination and equality for Afro-Ecuadorian peoples.
The Department of Intercultural Health is part of the Ministry of Public Health and its mission is the formulation and implementation of culturally relevant policies and programmes on the basis of social dialogue in the area of health. It is responsible for achieving a dialogue between the actors in health at local and national levels and for contributing to the notion of “good living”, through improvement in health services, the implementation of a programme of intercultural health, and recovering and reinforcing ancestral medical knowledge and practices of the peoples to whom they belong.
The Department of Bilingual Intercultural Education is part of the Ministry of Education; its purpose is to preserve language and culture, educating children in native languages. It recognises that every educational process requires a vital element, which is culture.
The National Department for Defence of the Rights of Indigenous Peoples and the National Department for Defence of the Rights of Afro-Ecuadorian Peoples, of the Office of the Ombudsman with its objectives of keeping watch over and defending the rights of these people, respecting and promoting their cultural and linguistic values, their forms of social and economic administration and community justice.
The Office of National Statistics and the Census (INEC), as the official body for generating statistical data on different spheres of current life in the country , leads the process of carrying out National Censuses and Surveys.
Sustainability
In so far as the programme expresses interest in national agencies and priority policies for the country, the associated institutions have committed to ensuring the sustainability of the results. Activities of advocacy for the programme contribute to increasing public investment directed towards populations marginalised on cultural and ethnic grounds.. The programme is expected to broaden the capacities and opportunities for access by marginalised peoples, to reverse conditions of poverty through economic initiatives that foster the creation of employment and increased incomes. National capacities created from this programme in the intercultural dialogue and social inclusion will contribute to the broadening of alliances, governance and social cohesion, becoming a fundamental support for democratic stability in the country.
The visit of the Secretary General of the United Nations to the country in the year 2003 reaffirmed the United Nations’ commitment to continuing policies based on human rights for populations marginalised for reasons of culture and ethnicity, particularly indigenous and Afro-Ecuadorian peoples, so that they may become actors in drafting, implementing and evaluating development policies, programmes and projects.
