E-governance Programmes in the Arab States

This region includes a total of 20 e-governance projects implemented in the following countries:

In this region most interventions are part of Access to information via ICT, e-participation and e-administration categories which together represent more than 75% of total projects.
Although the share of e-services projects is only 15% of the total number of projects, the investment in public service delivery is the highest with $2.5 millions spent. Access to information via ICT and e-administration follow with around $1 million each.
The most active countries in the Arab States are Jordan with expenditures of $ 1.6 millions followed by Syria with 1 million. Saudi Arabia was also very active and implemented a project dedicated to e-services which a budget of $1.3 million.

Examples of UNDP's e-Governance projects in the region include:
- UNDP Syria supported the optimization of services delivery to citizens and businesses and the improvement of human resource capacity. This project also dealt with the reforms of selected ministries and organizations covering policy improvement, organizational restructuring, process improvement, human resource development and information technology infrastructure. - In Jordan, ICT had been identified by the government as a crucial enabler for social and economic development. As a result, it has embarked on creating strategies for both ICTD and e-government. In that context, UNDP provided support to the government in the e-procurement and e-accounting field. The final output of the project includes a complete review and evaluation of the procurement processes and practices and the development of an e-procurement pilot. More
- The example of the 'Support to the State Audit Bureau' projects implemented in Kuwait illustrates the increasing support to access to information via ICT projects in the Arab Region. In this case, the purpose of the project is to complete an integrated computer system for the Judicial Institute. It begins with introducing an integrated electronic information system at the State Audit Bureau. One component of the project is the establishing of a digital library for the Civil Service Commission.More
